Energy Performance of Buildings Directive (EPBD)

This is the European legislation that requires all member countries to implement Energy assessment surveys on all non domestic building. The UK government, in order to comply with the directive, have set out the Energy Performance of buildings regulations (2007).

The Energy Performance of Buildings (England and Wales) Regulations 2007 were implemented in phases from October 2008. The regulations introduced a new statutory requirement for buildings to have Energy Performance Certificates (EPCs) and for certain buildings to have Display Energy Certificates (DECs). Inspections of air-conditioning systems are also required from January 2009.

Energy Performance of Buildings Directive Buildings are responsible for almost 50% of the UK's energy consumption and carbon emissions. Measures put into place to help reduce these include Energy Performance Certificates, Display Energy Certificates, Air Conditioning Inspections and guidance for boiler user. Since October 2008 all properties require an EPC to be in place when bought, built, sold or rented.

Recast of EPBD (EPBD 2) Consultation is currently on going in Europe with regard the follow up to the EPBD. The recast of the directive is widely expected to tighten up on the requirements of the original EPBD. Topics being discussed include:- - Reducing the DEC threshold to 250m² - Alterations to the calculation methodology for DECs - Rolling out DECs to non public buildings
