UK Net Zero Carbon Building Standard Launch

Led collaboratively by organisations including the Better Buildings Partnership, BRE, CIBSE, Institution of Structural Engineers, LETI, RIBA, RICS and the UK Green Building Council, the standard aims to align the industry around a clear, measurable pathway to net zero carbon buildings.

Why This Matters

Currently, “net zero carbon” is used inconsistently across the UK construction sector. This creates risk for:

  • Developers trying to future-proof schemes
  • Architects navigating planning requirements
  • Investors assessing long-term asset value

This new standard seeks to remove that ambiguity by setting defined performance targets across both operational and embodied carbon.

What the Standard Will Cover

While still being finalised, the framework is expected to focus on:

  • Operational energy performance (actual in-use energy, not just design intent)
  • Embodied carbon limits across the building lifecycle
  • Performance verification, ensuring buildings perform as designed
  • Alignment with existing frameworks such as BREEAM and evolving Building Regulations

In simple terms, this moves the industry from theoretical compliance to measured performance.

It has been developed through collaboration between leading Professional Institutions, industry bodies and experts who recognise the need for consistent rules, both to increase credibility of claims around net zero carbon, and to accelerate the design, construction and use of buildings that deliver lower-carbon outcomes in line with the UK’s legally binding carbon targets.​​​

The Standard has been collaboratively developed by a wide range of stakeholders in the UK built environment industry. It is voluntary, focused on measured outcomes, and requires independent third-party verification to demonstrate conformity.
