Cedar place,Toynbee Road: New Build Development in partnership with Regional Developer

Project Overview
Cedar Place, Toynbee Road in Eastleigh, is a major new residential development comprising 105 houses and flats, delivered by regional developer Foreman Homes in partnership with VIVID.
The project marked a significant milestone being one of the client’s first large-scale developments delivered under Part L 2021. With tighter carbon targets and, critically, enhanced photographic and evidential requirements, the development required a more structured and proactive compliance approach than previous schemes.

Client: Foreman Homes

Services: Part L New Build Compliance, Part L As Built, Air Tightness Testing

Location: Eastleigh Hampshire

Working with a regional developer, Foreman Homes, for their first development under the new Photo Evidence requirements of Part L 2021, a development of 105 houses and flats for affordable housing provider Vivid. We provided a solution for Foreman Homes through the initial Design Stage SAP calculations. Then throughout the build we provided support to ensure the new photo evidence requirements were met. On completion Energy Report carried out Air tightness testing to the first off units to ensure they met the challenging air tightness targets. As built SAP and EPCs being there final step.

Energy Report’s Approach

Energy Report acted as a full-service compliance partner, supporting the project from early design through to final sign-off with a clear, solutions-led strategy.

  1. Design Stage SAP & Strategy
At the outset, we developed robust SAP calculations aligned with Part L 2021 targets. More importantly, we provided clear, buildable guidance to ensure specifications could realistically be delivered on site—reducing the risk of late-stage failures.
  2. Structured Evidence & Photo Compliance
One of the biggest shifts under Part L 2021 is the requirement for comprehensive photographic evidence. We implemented a structured approach:
  • Defined exactly what needed to be captured and when
  • Provided site teams with simple guidance and checklists
  • Ensured alignment with BREL reporting requirements

This removed ambiguity and avoided costly rework.

  1. As-Built Compliance & Coordination
We worked closely with the contractor team to ensure that as-built submissions reflected real site conditions, not just design assumptions, critical under the new regime.
  2. Air Tightness Testing
With increased focus on fabric performance, we delivered on-site air tightness testing across the development, identifying issues early and providing practical solutions to achieve compliance targets.
  3. Ongoing Technical Support
Consistent with our “approachable expert” approach, we remained accessible throughout, supporting site teams, project managers, and consultants with clear, actionable advice.

The Outcome

Through early engagement and structured delivery, the Cedar development successfully achieved:

  • Full compliance with Part L 2021 requirements
  • Robust and complete photographic evidence for all plots
  • Successful as-built SAP submissions and EPC generation
  • Consistent air tightness performance across the site

Most importantly, the client gained confidence in delivering projects under the new regulatory framework, establishing a repeatable process for future developments.

Why This Project Matters

For developers across the South of England, Cedar highlights a key shift:

Part L 2021 is as much about process and evidence as it is about design.

Projects of this scale require:

  • Early compliance strategy
  • Clear site guidance
  • Ongoing technical support

Without this, risk quickly builds across multiple plots.

Looking Ahead

As the industry moves toward the Future Homes Standard, the demands seen on this project will only increase.

Energy Report continues to support developers like Foreman Homes in adapting to evolving regulations with confidence, delivering compliant, buildable, and high-performing homes.
