Energy Performance Certificates (EPCs) - Commercial, Office and Retail


The Energy Performance of Buildings Directive (England and Wales) Regulations 2007 will be implemented in phases up to October 2008. The regulations introduce new statutory requirements for buildings to have Energy Performance Certificates (EPCs) and for certain buildings to have Display Energy Certificates (DECs). Inspections of air-conditioning systems are also required from January 2009.
From 6th April 2008 implementation of EPCs in the commercial, office and retail sectors commences. The introduction of EPC into the Non dwelling sector has been phased over the whole of 2008, culminating in nearly every building within the UK requiring an energy assessment when constructed, sold or rented.

What is an Energy Performance Certificate (EPC)?


The EPC certificate is intended to give an estimate of the energy usage and CO2 emissions of a building and is based upon an asset rating system. This system does not take into consideration the actual usage of the property, but makes certain assumptions with regard to current usage in order to allow comparison between different buildings of the same type. The intention is that prospective purchasers or tenants can easily compare one commercial building to another of similar type when considering which is more suitable prior to a purchase or lease.

How long will an inspection take?


Time to carry out an inspection will vary significantly with property, size and complexity. Simple buildings of standard construction with simple services are likely to be completed within a working day (dependent on size). More complex buildings which may include more sophisticated HVAC and a variety of different usage zones are likely to take significantly longer, potentially days rather than weeks. Beyond this the most complex shopping centers and other major sites running longer timescales. It is likely that savings can be made if current building plans are available for the building prior to inspection.

Who produces the EPC?


Only qualified and accredited Energy Assessors are permitted to produce the EPC. We ensure all our inspectors are trained to the highest possible level and run continuous on the job training to ensure they are constantly kept up to date.

The report itself identifies four figures for the building:-


  1. The actual rating for that building based upon the inspection carried out by the Energy Assessor.

  2. The stock average rating for buildings of similar type. This enables the property owner and occupier to easily compare the building to other building stock of similar types.

  3. A rating for that building if it were built in accordance with 2006 Building Regulations. Therefore giving an idea of what the rating could be, if it were built to Part L of the current Building Regulations.

  4. The rating for an equivalent zero carbon building

The report also identifies the rating in the form of a band A to G, A being good G being poor.
